Edge tears and edge tones but not affecting text. Civil War era document. Some edge tears and loss of paper along the edges and light toning around the edge as well. January 10, 1862- Referred to the select committee on the conduct of the war, and ordered to be printed. War Department, January 9, 1862 Signed in type by Simon Cameron, Secretary of War.
